Prevention, Retention, and Contingency (PRC)

PRC provides short-term benefits and services to low-income families, helping them move out of poverty and become self-sufficient.  Program categories include: Emergency Assistance, Disaster Assistance, and Community Projects.

• Emergency Assistance provides one-time financial assistance to aid with emergency situations. You must have at least one minor child or a pregnant person living in your home and have a gross household income at or below 165% of the federal poverty level to qualify for PRC one-time emergency assistance. Applicants can request aid for more than one emergency (such as overdue rent and utility bills) up to a maximum of $1,500. Assistance may go towards:
  • Overdue rent or mortgage payments;
  • Overdue utility bills (except for the home heating source utility during months when the Winter Crisis Program is in operation)
  • Auto repairs and maintenance for work transportation;
  • Driver license reinstatement  fees (some restrictions apply);
  • Bus passes for purposes of work, education, or job training (limited to four months).
  Disaster Assistance is available to eligible families who have sustained damage or losses as a result of a state-declared natural disaster or personal disaster such as a house fire or flood. See page 11 of the FCDJFS PRC Plan for details.
• Community Projects include services that either have no direct monetary value (e.g. job training and education activities, after-school programs, family support services) or limited cash incentives for the purpose of building family capacity (e.g. IDA accounts, employment-retention bonuses, subsidized employment, etc.) These services are intended to build family capacity, promote self-sufficiency, personal responsibility and family stability. PRC-Emergency Rental Assistance (PRC-ERA)

PRC-ERA was created in response to the COVID-19 pandemic and can help impacted families pay for rent or utilities. Families must earn no more than 80% of the average median income to qualify.

PRC Plus

PRC Plus  is a local program that provides the same help as PRC-ERA but to COVID-impacted families with household income between 166% and 300% of the federal proverty level. Families cannot receive assistance through both PRC-ERA and PRC Plus.
